Mr. David C. Sampson

David C. Sampson is the Chief, Services Management Division and the IT Service Management Service Domain Owner of the Business and Enterprise Systems Directorate, headquartered at Maxwell AFB-Gunter Annex, AL.  He directs a diverse team of program management, engineering and information technology experts operating at two locations assisting four portfolios and nine service domains deliver Defense Business System (DBS) capabilities to the Air Force.  His wide range of responsibilities include governing the standard design, implementation, and delivery of enterprise-wide shared services, and implementation of organizational agile software development and delivery methods for use by capability delivery teams across the Directorate.  His duties also include early acquisition planning, systems engineering, alternatives analysis, and transition planning for new business system capabilities that capitalize on adaptive concepts and emerging technologies through concept exploration and prototyping activities. Mr. Sampson served a distinguished and decorated career in the Air Force, retiring in 2003.  Following his active duty service and several positions as a contractor supporting various programs at Maxwell AFB-Gunter Annex, AL, he entered civil service in 2007.
