MR. ALVIN F. BURSE

Alvin F. Burse, a member of the Senior Executive Service, is the Program Executive Officer and Director, Business and Enterprise Systems Directorate, Maxwell Air Force Base, Gunter Annex, Alabama. The Business and Enterprise Systems portfolio is comprised of 125 programs, 2,200 military, civil service and contractor support personnel located at three bases throughout the United States with a total annual budget of $1 billion and provides enterprise contract vehicles valued at $32B. The organization acquires, modernizes, operates, and sustains operational business information technology systems for the Air Force and the Department of Defense.

Mr. Burse enlisted in the Air Force in 1982 and was commissioned as a second lieutenant in July 1992. He is a graduate of the Air Force Officer Training School (OTS). His experience spans a wide variety of operations, test, engineering, staff, and acquisition functions at the strategic/national, operational, and tactical unit levels. He served as an Operations Director, Communication Engineer, Program Manager, Operations Officer, PEO Space Staff Director, Program Element Monitor, Division Chief, Commander, Materiel Leader and twice as a Senior Materiel Leader before entering civil service in 2021. He retired as an Air Force Colonel in October 2020.

Prior to his current position, Alvin F. Burse was the Civilian Deputy Director, Business and Enterprise Systems Directorate, Maxwell Air Force Base, Gunter Annex, Alabama.

Before entering civil service, Mr. Burse was the Senior Materiel Leader, Enterprise Logistics Systems Division, Business and Enterprise Systems Directorate, Maxwell Air Force Base, Gunter Annex, AL. He led 580 personnel, managed & executed a $300M+ annual budget, and directed acquisition and sustainment support of 106 maintenance, supply & transportation IT systems & applications. He also oversaw log IT systems acquisition and modernization, managed two BCAT I & eighteen BCAT III programs, and directed FIAR compliance with DoD & GAO systems.

He’s a graduate of the Secretary of Defense Corporate Fellowship Program, where he was assigned to CACI Corporate HQ in Arlington, VA. Annually, one or two officers are selected from each Service to receive their senior service college credit with Corporate America, where they are exposed to businesses reshaping organizational structures and methods of operations to provide innovative and competitive advantages.
