MAXWELL AFB-GUNTER ANNEX-Ala. -- The Defense Enterprise Accounting and Management System (DEAMS) Program Management Office (PMO) recently awarded two noteworthy contracts crucial to the program’s and BES’ continued success.
The DEAMS Agile Technical Services (DATS) contract was awarded to Command Cyber Solutions LinTech LLC JV, based in Milwaukee, Wisconsin, on July 28, 2023.
This five-year contract provides DEAMS with subject matter experts to support technical and functional activities related to software development, technical solution architecture, enterprise resource planning operations, configuration management, program management, technical writing, and Agile coaching. In addition, the contract provides DEAMS with the expertise of over 40 contractors who are deeply ingrained within the structure of every Integrated Product Team (IPT).
DATS contractors are instrumental in preparing DEAMS transition to capability support. When the Capability Support Authority approved to proceed, the Business Capability Acquisition Cycle level 1 program reached the final decision point allowing the functional sponsor to accept full deployment to over 17,000 users around the globe.
The contractor personnel are also linchpins to the program’s recent qualified assessment to help improve financial management operations and prepare auditable financial statements.
The DEAMS Continuous Improvement Database Administrator Support task order was awarded on August 14, 2023, to HumanIT Solutions LLC, based in Beavercreek, Ohio. This effort formally consolidates two previous HumanIT Solutions efforts into a single contracting action under the Financial Services Division’s FM-System Analysis Small Business Innovative Research also known as SBIR requirements FASR II indefinite delivery and indefinite quantity contract. This five-year task order will provide approximately 30 personnel to support database administration, performance and test engineering, DevSecOps initiatives, requirements management, program management, and strategic scheduling activities.
It also leverages the Chatter Analytics Decision Engine (CADE) tool, a capability developed by HumanIT to drive key decisions for financial leadership. Previous results from CADE provided greater visibility into how the program operates and identified potential modifications to support continuous improvement initiatives, both of which are instrumental in executing the DEAMS mission.
In addition to the contract awards, the DEAMS program conducted a cloud migration Program Management Review (PMR) from August 22-24, 2023. The PMR enabled collaboration with the Defense Agencies initiative to reconcile differences and similarities between the program’s Cloud Migration projects. Multiple key engineering architecture and design decisions were accomplished that enable the programs’ momentum for its Cloud Migration and sub-activities.
The PMR culminated with a brief to Al Baharmast, Special Assistant to the Under Secretary of the Air Force, who complimented the program’s progression to date. The awarding of these two contracts and this senior technical session will greatly assist the DEAMS program in its upcoming cloud migration and the continued development and deployment of user capability requirements.
