WRIGHT-PATTERSON AFB, Ohio -- Approximately 270 members of the Defense Enterprise Accounting and Management System (DEAMS) Program Management Office welcomed their new Materiel Leader during a change of leadership ceremony on May 14, 2024, at Wright-Patterson Air Force Base, Ohio.
Financial Systems Senior Materiel Leader, Col. Michael Baker, officiated the ceremony passing the DEAMS guidon from Lt. Col. Emilio Talipan to Lt. Col. Orson Porter.
DEAMS is the Department of the Air Force’s core accounting and finance system processing over 92 billion dollars in financial transactions per year supporting 17,000 users across 170 installations worldwide servicing the U.S. Air Force, U.S. Space Force, Defense Finance Accounting System, and U.S. Transportation Command.
Col. Baker commended Lt. Col. Talipan on his outstanding leadership and transformation of the DEAMS program to Agile software development and accelerated capability deliveries.
Lt. Col. Porter was the Innovation Integration Cell Chief at the Air Force Materiel Command Commander’s Accelerated Initiatives Office. He comes to DEAMS well-prepared with a superb 14-year acquisition career including a fellowship with the Massachusetts Institute of Technology (MIT) studying systems design and management and assignments.
